It may be somewhat confusing to decipher the ingredients and what they do, but it something that can be found and utilized to your advantage. Actually, it is a national mandate that cosmetic ingredients are listed in their exact order of quantity, starting with the biggest and going to the smallest. Unfortunately, despite how truthful a list of ingredients on a cosmetic package may be, it is very difficult to determine the difference between extremely technical ingredient terms. So really, the best bet might be to try a sample of the product you are interested in and then wait a couple days, watch the effects, and if things work out, go back and buy it!
